.dat files are actually .mpg files.
All you have to do is to rename your video cd files to .mpg files and
play them with all video players, including VLC media player.

VCDs are Mpeg-1 format for video and Mpeg-2 for audio. Most programs can support it, but may not see files with a .dat file extension unless you select All files. Though it does appear this program does support the format.
