This type of product is nothing new... way back in the early 00's there was a tool to do this for windows NT based systems like we use now on the BOOTCD live utilities CD... you can get free alternatives too that do the same thing:

Software like this should either be freeware since there is no intelectual property owned by the vendor to perform this function and bootable WInPE or live linux is free, or a small one time fee, since the procedure does not and never has required any ongoing sevice from a vendor validating a software rental system like an annual license.
The Home edition is always free and builds USB boot media to perform the account password reset/removal
NOTE that whenever you perform a windows login password removal using this technique you always lose the data stored in the windows protected storage system since it is secured with the login credentials and if they are wiped the encrypted data is no longer viable, so stored wifi passords, stored email account data in microsoft email clients and microsoft based browser stored login details will all be lost. You cannot use this technique to gain access to anothers password protected account without them knowing as it leaves the account without a password and with none of its secrets intact.
It is a last chance way to re-gain access to your own machines windows when you lose a password of have inherited a password protected machine (presumably legally) and need to gain access in order to create yourself a new password or new account and delete old data.
If you have not given up on guessing or trying to remember the old password but are stopped by the account being locked out from too many failed attempts you should look for the feature to just unlock a locked account rather than remove/reset a windows password. In the past I recall that booting into safe mode and trying to login seemed to remove account lockout... but I cannot confirm it at the moment.
